Last week we exhibited at Jichitai Sogo Fair 2025, and in this post we look back on the event with a quick photo report.

Jichitai Sogo Fair 2025: Event Overview

Jichitai Sogo Fair (Japan's comprehensive local-government trade fair) is a general exhibition for public-private collaboration, held this year from July 16 to 18, 2025, at Tokyo Big Sight.

What Qualiteg Exhibited

Our four-member team was on hand to showcase our AI avatar video generation service "MotionVox™," alongside our LLM security solution "LLM-Audit™" and our secure chat service for enterprises and local governments "Bestllam🄬."

Demo Highlights

Here is a look at some of what we presented on the day.

MotionVox™

MotionVox is a service that generates photorealistic avatar videos that look just like real people.
We unveiled MotionVox 2.0, a major expansion of the service's capabilities.
MotionVox 2.0 adds features such as the following:

  • Strikingly lifelike avatars with even greater realism
  • Fluent in 10 languages — generate multilingual videos in a single batch
  • Brilliant voices — avatar voices selectable from more than 100 voice actors
  • Broadcast-quality presentation — a rich choice of scenes such as news, interview, and talk-show styles

LLM-Audit™

LLM-Audit is an LLM security solution that stops employees and staff from leaking personal information to AI before it happens. At the booth, we demonstrated detecting and blocking information leaks to LLM services. It can prevent company data from being accidentally sent to external LLM services such as ChatGPT.

Bestllam™

Bestllam (Bestllam) is a secure LLM chat service for local governments and enterprises."We would like to use ChatGPT to streamline our operations, but it is a U.S. company's service and our data could pass through overseas servers, so we cannot get approval to adopt it."For cases like this, Bestllam is an ideal solution.

1. An alternative built on advanced open LLMs

Bestllam leverages state-of-the-art open-source LLMs such as Llama 4 and Mistral, delivering performance comparable to — or better than — ChatGPT, entirely within Japan. It covers all the AI capabilities local government work requires, including document drafting support, summarization, and analysis.

2. Fully domestic data management and dependable security

All data processing is completed inside domestic data centers, and input information is never sent overseas. Bestllam also offers the LLM-Audit feature, providing a high level of security for both LLM inputs and outputs.

3. Greater reliability through simultaneous use of multiple LLMs

Bestllam can use multiple models at the same time. Instead of depending on a single LLM, it combines several models to generate more accurate, less biased answers — technically ensuring the fairness and neutrality that public services require.

Not being able to use ChatGPT is no reason to give up on AI. Bestllam delivers world-class AI technology while meeting the strict security requirements of local governments. As a purely domestic, Japan-contained AI platform, it will continue to power the digital transformation of Japan's local governments.

Looking Back on the Exhibition

Many local governments and public institutions visited our booth, and we received a great deal of valuable feedback. We would like to thank our visitors, the organizers of Jichitai Sogo Fair, and the Cabinet Office, host of the Regional Revitalization 2.0 Pavilion, for their support.

What stood out most at this year's exhibition was the strong interest in data security. The questions we heard most often from visiting local government officials were "Is the data managed within Japan?" and "Does it ever pass through overseas servers?"

For local governments handling resident information and administrative data, where data is stored and how it is secured are top priorities. Given the current international situation in particular, concerns about data flowing out of the country have grown even stronger.

This is precisely where our solutions demonstrated a major strength.

High marks for our fully domestic, Japan-contained system design

Our AI solutions are developed and operated entirely within Japan. We use robust domestic data centers, and customer data never crosses national borders.*
Many local government staff told us that this "purely domestic" approach gave them peace of mind.

* For services that use overseas APIs for some features, enabling the "Full Domestic Guarantee Option" restricts those features and guarantees that all data stays entirely within Japan.

Hearing comments firsthand such as "overseas cloud services are simply difficult for us to adopt" and "a domestically built system dramatically lowers the barrier to adoption" reaffirmed for us just how important Japan-contained systems are.

Since our founding, we have been committed to building "purely domestic AI." We could have relied on major overseas cloud providers, but we deliberately chose the harder path and started by building our own GPU clusters in Japan. Procuring high-performance GPUs, designing the cooling, optimizing the network — building everything from scratch was far from easy. So when so many visitors at the fair told us, "This is exactly the service we have been waiting for," we knew we had made the right choice.

We will continue to protect Japan's digital sovereignty while delivering AI technology of the highest global standard.
